It was owned by several entities, from CID:ELKDATA:ORG-78205 nsset: NSSID:ELKDATA:15736 to Siseministeeriumi infotehnoloogia- ja arenduskeskus, it was hosted by Department of Data Communications Estonian Centre of Informatics, CloudFlare CDN network and others. While elkdata was its first registrar, now it is moved to Zone Media OÜ.
