It was owned by several entities, from CID:RIKS:R1023 nsset: NSSID:RIKS:1023 to Riigikogu Kantselei, it was hosted by Parnu county government, CloudFlare CDN network and others. While riks was its first registrar, now it is moved to Zone Media OÜ.
